What Is the 5-Hour Pre-Licensing Course?

The 5-Hour Pre-Licensing Course is a required, DMV-approved educational program for new drivers in New York State. The course (MV-278) must be completed before you can schedule a road test. It is not a driving test and does not involve time behind the wheel. Instead, it gives new drivers the knowledge to operate safely and responsibly on New York roads.


Topics include driving within the highway transportation system, driver habits and skills, attitudes and risk-taking, and alcohol, other drugs, and driving. The goal is to help new drivers understand and manage the risks they will face before ever taking a road test.


Is the 5-Hour Course Required in New York?

Yes. After receiving your New York State learner permit, you must complete this state-mandated class. Once finished, you will receive a valid Form MV-278 certificate, which enables you to schedule your DMV road test.


One notable exception applies: holders of a Driver's Education Certificate (MV-285) are exempt from this course. All other new drivers, regardless of age, must complete it.


Who Can Take the Course Online vs. in Person?

Drivers 18 or older seeking their first New York driver license can complete an NYS DMV-approved 5-Hour Pre-Licensing Course online. Teens seeking a junior driver license (Class DJ) or junior motorcycle license (Class MJ) do not currently qualify for the online program and must attend in person.

What Do You Need Before You Register?

Students must have a photo learner permit before starting the course. A temporary permit is not sufficient. The DMV issues a temporary permit without a photo immediately after you pass the written exam, then mails a photo permit within two weeks. You must wait for the photo permit before beginning your training.


Suffolk County drivers can obtain their learner permit at DMV offices in Hauppauge and Riverhead. Road tests are held at locations including Hauppauge (250 Veterans Memorial Hwy) and Patchogue (46 Division St). Completing your pre-licensing course promptly helps you secure those spots before they fill.


How Long Is the Certificate Valid?

Your MV-278 certificate is valid for one year from the date of issuance. You must hold a valid certificate when you schedule your road test. If you do not test within that year, you must retake the course. We strongly recommend booking your road test shortly after completing the course with us.


What Happens After You Complete the Course?

We report your completion to the NYS DMV electronically. Once your record is updated, you can schedule your road test at a convenient NYS DMV location.


Is There a Test at the End of the 5-Hour Course?

There is no test, but students must be present for the entire course to receive the MV-278 completion certificate. Our instructors verify attendance throughout the session.


Can I Take the Course in More Than One Session?

Yes, for the online format. The DMV requires the course to be completed over a minimum of 270 minutes, but you do not have to finish it all at once. In-person and live Zoom classes are typically completed in one block.


What if I Already Have a Driver's Education Certificate?

If you completed a formal driver's education program and received an MV-285 certificate, you may be exempt from the 5-Hour Pre-Licensing Course. Confirm your eligibility with us or the NYS DMV before registering.
